Controversy over leaked Navy video

Captain Owen P. Honors Jr., the commander of the USS Enterprise, produced and starred in a series of raunchy, sexist, anti-gay videos shot and edited with government equipment and broadcast to the ship's 6,000 sailors and Marines while the ship was deployed to Afghanistan and Iraq in 2006 and 2007. I'm confused by this for a number of reasons:

1. Is the Navy that boring that this is considered entertainment? This may be the most boring and horribly produced video I've ever seen.

2. Why do they keep making gay slurs? Do they not realize that this video is way more gay than most of the stuff they show on Logo?
